2004/38 EC PRC Holders in UK or Eire benefit from 2003/109EC

Hi all,

I have been looking at this Directive and wondered if third country nationals who are in possession of a Resident Card Issued by Britain or Ireland (both of whom are not signatory to it) can benefit from this directive once they have acquired Permanent resident card through directive 2004/38 EC.

You answers would be hugely welcomed.
