2nd time spouse application

Hello

My wife was refused a spouse visa due to not meeting the English Requirements, she submitted a certificate that was not from an approved provider and this was the only reason for the visa refusal.

Now am preparing for a second application and wanted advise on if a current account being in a negative balance a few months ago, ie -(£500 -£1000) and now it is more healthier for example 3 months in the red and 3 months in the black will have a impact on the application? however a seperate saving account has remained the same from when i did the first application for my spouse approx 6k in it. Will this be an issue? Also do i state on the 2nd application that this is the 2nd application and was refused because of not meeting the english language requirements. Any other tips and advise will be helpful for this second application. And yes am a British Citizen by birth and work full time and my wife is sitting the english tests again.
