Able to apply for Youth Mobility while on Tier 2 ICT

Hi,

I am currently working in UK under tier 2 ICT with my Hong Kong passport. However, I wish to change employer. As Tier 2 ICT now restricts change of employer, I want to explore the possibility of using tier 5 youth mobility visa.

is it legally ok if I use my tier 5 visa on my another passport (British National Overseas) to work for a new employer while terminating my ICT visa on Hong Kong passport with my existing employer?

Can you please let me know if you found out? I am in kind of a similar position.

It looks like we can only apply for this position if we are in our home country or somewhere else we are resident of. I.e. we can't apply for it from inside the UK. This is alleged by many immigration consultation websites and an advisor at Visa Logic that I just talked to said the same thing.

Weirdly enough, the gov.uk website doesn't mention this on their websites.
