About EU Citizenship

I am a British National (Overseas) Passport holder.

1) Do I hold also EU citizenship as my friend same like me and he have obtained Residence Permit at Norway and Germany?

2) If so, what is the procedure to apply he residence permit at Germany, to the police or to the immigrantion department ???

3) If so, How long I nned to stay there for the whole application process?

4) Is it a new EU Resident ID card to be issued?

2. On what basis? BNO mean nothing to Germany, or much to UK for that matter.

3. If it was applicable, which it isn't, yes of course.

4. Yes, if it was applicable to you, which it doesn't seem to be.

Do u have only BNO, no ILR or Right of Abode?
