About finger checks

Hi

I have already submitted my visa since 17th last month. However, I have not yet received any fingerprint checks notification from UK Border Agency. I don't have ICFNs as I didn't make any immigration application after 25th Nov 2008. It shows from the official website that the visa application will not be processed until the finger checks is provided. So, I don't know which step my application reached. Should UK Border Agency inform me to provide my fingerprint checks for issuing the ICFNs for my extension? Does anyone know when the finger checks is required to provide?
