My parents visit visa was refused first time on 26/04/2018 by saying that ECO is not satisfied with the their circumstances. We resubmitted the visa to clear all the objections and Home Office once again refused the visa. this time I took them in court and applied for JR. Court decision stated as;

Respondent has agreed to reconsider his decisions dated 26 April 2018 and 29 April 2018 within three months and pay the reasonable cost to be assessed if not agreed.

Now case is again with home office and they are asking for updated and additional documents like updated bank statements, tax docs etc. Can anyone tell that is not the court asking Home office to review the decision on the existing documents submitted? Should I submit the new documents or should ask the them to decide on existing ones.
