Accompanying Tier2 General

Hi Experts,

I'm Aadiman , a Tier 2 ICT LongTerm visa holder and I'm in UK from May 2012 on ICT LT.Our ICT visa is currently valid till 2016 May. Iam living in UK with my wife and kids who are on Tier 2 ICT Dependant visa.Now my wife is working here and her company is ready to sponsor her for Tier 2 General and I understand that she will have to apply from India.
I do have some queries regarding the same.

a.Can she fill the application form and take the biometric appointment from UK before leaving the Country ?

b.Can me & kids accompany her in travel with our ICT visas ? (My wife would be on Tier 2 General when we come back )

c.Is there any fast track way for Tier2 general visa processing ?

d.Is TB certificate is mandatory for my wife if she is travelling from UK just to apply for Tier2 General visa ?

e.Her job comes in shortage Occupancy list. Is it mandatory for the employer to do a labour market test ?

f. IELTS general or academic which one she needs to take as her degree is not recognized by UKBA.
What is the level she need to score for IELTS?

g.Apart from valid Tier 2 general visa,what all docs she needs to carry while coming back ?

h.Can me and my kids switch to Tier 2 general dependant status from our ICT from with in UK later ?

Would be really appreciated if someone could answer my questions.

a. Yes, if she knows for certain when she will be able to attend the VAC appointment overseas.
b. Yes.
c. Check the VAC country website where the application will be submitted. If applying from India, see User pay services.
d. Read Tuberculosis tests for visa applicants
e. No.
f. Read the Tier 2 policy guidance and check which of the two meets the requirements. If both do, the general is the easy one.
g. Herself, passport, luggage .... and perhaps you and the kid.
h. Yes.
