Address of immugration from tier 1 dependent application

I am applying for tier 1 dependent from pakistan in cover letter who should i address it to and what address i should enter

Please tell if the details below is correct

The Immigration Officer,
British Deputy High Commission,
Islamabad, Pakistan.

Should cover letters be from both the dependent and main applicant ?
