Administrative Review - Maintenance Funds **** Plz Help***

Administrative Review - Maintenance Funds **** Plz Help***

My visa was refused based on the following reason:

ECO Comment: "As evidence that you have met the maintenance requirement you have submitted a bank statement and a National Savings Centre statement. I note that the bank balance drops to 62,015 PKR (£520) on 22/03/09. 1 also note that the notice period on the Savings account is 3 days and I am therefore unable to accept this as available funds. I am not therefore satisfied that you have held £2,800 in acceptable accounts for a period of three months immediately prior to your application. "

The reply so far which i have written is as follows:

There are two mistakes made by the Entry Clearance Officer. The first being, taking the bank statement as evidence for maintenance attribute. The bank statement was provided as evidence for ‘Previous Earnings Attribute’ and was not intended to be assessed for ‘Maintenance Attribute’. Thus, for ‘Maintenance Attribute’ only the National Savings Center Statement should be considered.

Second mistake committed by Entry Clearance Officer was made in appraising my ‘National Savings Center Statement’ under ‘Maintenance Attribute’ where objection is raised on the notice period on the savings account being 3 days. It is informed that the 3 days notice period is to be served only in cases where a total withdrawal from the scheme is to be made or in cases where the withdrawal amount exceeds the minimum investment limit under the scheme. The minimum investment limit is only RKR 100 (PKR one hundred only). This implies that my savings account held at National Savings Center are available cash funds having no monetary restriction on withdrawal of my savings as long as I leave PKR 100 in my account (amount which is highly immaterial under the circumstances). Hence for the facts stated above, Entry Clearance Officer’s evaluation regarding the 3 days notice period is mistaken. From the above given facts and submitted National Savings Center Statement’ it is evident that I have held and maintained above ₤ 2,800 throughout a period of three months immediately prior to my application.

Please note that this information was written on my National Savings which i also think is confusing .

Please give your comments on my reply. Does it make sense or have i made it too complicated? I will finalize my reply after taking your valuable comments into consideration.

Also, please note that i work for United Nations and have claimed 90 points. I was awarded 90 points and extra 10 for my english.I was very hopeful as my case was simple and genuine.
