Admnistrative review

I have decided to apply for administrative of my Tier1 General however, iI am confused to choose the correct form. i Jam making in- country administrative review and i have been referred to a site to apply online. however i came across a secttion that asked me if my application was refused at the border . Tthis really got me confused becausei i was not expecting that question since i applied in country i am trying to ensure that i do not make mistake using the wrong form that may ultimately affect my chance to get positive decision. Can anyone please tell me if i am using the right form. Thank you.
