Advice on filling in EEA (PR) form prior AN form

Hi,

I have a quick question regarding the section on private health plan. I was told that as long as I can prove I arrived to UK before this requirement was introduced I'm exempt, however, I can't find it in writing.

I arrived in July 2005, obtained WRS card ( I'm Polish) in October 2005, studied full-time Sept 2005-Sept 2005 supporting myself working part-time (I have P60s and P45s), worked full-time 2008-2009, studied full-time (full stipend) 2009-2014 and now working full-time. THEREFORE I can easily prove I've been here for 5 years and I was able to support myself and I can also prove that I arrived in 2005. Does that except me from the requirement for a private health plan?

I would appreciate any input/suggestions/directions.

My understanding is qualified persons exercising treaty rights in UK, eg students and self-sufficient persons need CSI.
So, in general, for the periods you were a student in UK you would have needed CSI or at least a Polish-issued EHIC card.

I also understand the need for CSI was only introduced by UK government in 2006.
I do not know the position of someone who was in UK as a student before 2006 (as you were).
Probably worth exploring that to see if, at very least, your first period as a student in UK is exempt from CSI.

However there may be another option open to you too, namely documentation from the Polish healthcare system.

Just called up Polish NHS, they can give me an official statement I was fully insured from birth until the end of my studies, and that insurance was fully valid within the EU, including UK.

An exemption for students from CSI if issued with a registration certificate in/before 2011...
6.9 Note that EEA nationals who were issued with a registration certification before 20 June 2011 on the basis that they were a student would not have been required to submit evidence that they held CSI, and therefore must not be required to provide evidence of CSI for any period spent as a student after their certificate was issued.

6.10 This provision applies only to students who were issued with a registration certificate in that capacity before 20 June 2011

That's very helpful. I have ust one more question to clarify this. In the post it says :

"(...), under EEA regulations, in order to obtain a Permanent Residence status you are required to have CSI (if student of self sufficient)."

I'm not sure how to interpret that. For he past 5 years of my studies I was fully funded: my fees were paid and I was receiving a tax free salary. Would that exempt me from this requirement?

Also for the first 3 years of my studies (2005-2008) I was working part-time.

If I do obtain a letter from Polish department of health which will confirm that I was covered under my parents healthcare cover until age 26 ( 3 years ago) can I still apply based on that period even though I did now have CSI for the last 3 years?

Apologies for rudimentary questions, but I'm finding this very confusing.
