Advice needed bringing stepdaughter from Jamaica to the uk

Hi, I am a UK citizen and I am wanted to bring my stepdaughter over from jamaica she is 17. My husband is a Jamaican national however he is now on his second term of DLR after which he will apply for ILR. I have read that as he has DLR he cannot apply for his daughter to join us inthe uk before she is 18 and that he can only do so when when he has ILR. I work fulltime and my husband is self employed. Has any one applyed before for a dependant to join them in the uk,? I have no idea where to start if anyonecan advise. Thanks
