Hi kapchon.
I don't mean to be rude, but your inquiries are very broad.
You have all the information you need both in gov.uk site and in different threads in this forum. Please, use the search feature in this site to find it out, it is only a few clicks away.

Regards,
Joaquín

As a non-EEA national, you are unable to sponsor a family member for an EEA permit.

Also, you will only qualify for PR after 5 years of continuous residence, assuming your EEA sponsor has been exercising their Treaty rights.

I was assuming the EEA National spouse was the sponsor, of course, supposing she is dependent on them.

To be honest, having read this again I'm not sure and you may well be right. That's my penalty for posting in the middle of the night.

Perhaps the OP will confirm. :?

Edit: You're right. EU national with Russian wife.

She has to apply for it, the same way your wife did. She will have to prove dependency on you, like money transfers to Ukraine and proving that you pay her bills.
And you need to prove you are exercising treaty rights.

Joaquín
