AGE Issue

Hello All,

I am work permit which was issused last year2007.And i want to apply for my wife dependent visa.
Can some one please confirm that AGE issues which was implemented last month that both party should me 21 or over when they are goin to apply merriage visa.
My question ,Is this above Law apply on workpermit holder aswel or NOT?
