Amend application during 3C leave

Hi,

My friend had SW visa and made an in-time application for PBS dependant. During the 3C leave, i.e. after the SW visa expires and before the PBS dependant decision is made, can he apply for a new SW visa?

The 3C leave guidance says
"section 3C (5) does allow the person to amend their existing application at
any time before it is decided by the Secretary of State. The application to amend the
existing application has to be a valid application. Where there is a difference in the
fee between the initial variation application and the amended application any
additional fee must be paid."

How is this done in reality? Submit the new application online and select ' i have an existing application' at the first step?

3C leave guidance also says variation during 3C leave is not allowed.

But the variation guidance has the following example scenario, suggesting variation is allowed.

"An applicant submits application A in time. They then submit application B before
application A has been decided, but after the applicant’s leave has expired when the
applicant transitioned to 3C leave.
As the applicant transitioned to 3C leave and a decision has not yet been made on
application A, application B is automatically considered as a variation of application
A. The date of application is the date application A was submitted. "

I am confused. Can anyone clarify please?
