For the ones who live in London?

No, but depending on the particular Schengen country and your nationality you may be able to use a visa agency and send your documents to the visa agency by post.

I would advise against sending your passport or any other valuable documents for that matter by post, even so-called "special delivery" or registered mail.

Documents can and do get regularly lost by Royal Mail no matter what method you choose. No amount of insurance can cover the inconvenience of a lost passport.

Germany accepts applications by post if you have previously (with one year) had a visa from them. Belgium seems to accept applications by post even though they do not officially say they do.

I think there may be Embassies who have their own rules but it would usually only be for citizens of a particular country applying in the same country-

The Dutch Embassy in Pretoria allow you to use a travel agent to apply for a Schengen visa if you had previously (within the last 3 years held a Dutch issued Schengen visa)-

'From 1 July 2006 South African Passport holders, born in South Africa who have previously had a Schengen visa issued by THIS Embassy, not longer than three (3) years ago, may send in visa applications through an authorized travel agent, provided that ALL supporting documents are complete.'

I think all the Schengen states should consider doing this if you previously held a Schengen visa, or they should do what the Americans routinely do, issue 10 year multiple entry visas.

From my own research I found that Hungarian embassy accepts mail applications. At least otherwise is not stated on their web site:

Though I don't know how it works in practice...

Regarding 10 year multiple visa; I don't think that it is ever gonna happen as it is remarkable how schengen country's embassies treat non-eu nationals in the uk. Psossibly it can get worse...
