Any way to attain own accomodation with spouse if UK spouse is a carer for a relative so unable to pay rent

Hi, is there any help available for attaining separate accomodation for a UK citizen spouse and a foreign spouse if the UK spouse is a carer for a relative and receiving carer's allowance, so is unable to work enough to pay rent for a property. Moreover, I assume it won't be possible to use Universal Credit to do so, due to the no recourse to public funds rule
