Appeal Allowed - Tribunal Cost Refund, Please Advise

My appeal was allowed in February. As per the Judge report I should get back the Tribunal cost refunded. The fees was paid by my representative. When I contacted HO they say they can't give any informations about refund or if payment has been made. Also contacted Tribunal and they said it is HoO who does the refund they cant give any informations either. I have contacted many times and emailed but not getting any info. For me to get back my money from the representative I need to tell them which date the payment was refunded. Please advise how the procedure work and who to contact. Many thanks.
