Appeal for WHM visa-Most Urgent

dear members,
my cousin had applied for a WHM visa and today he got refused for the follwing reasons :-

a) u will recourse to public funds as u dont have sufficeient balance.

(he showed 3000 pounds cash in bank)

b) u will engage in business & u will overstay

(he showed that in india, he is self employed & when asked how long he intends to stay in UK...he answered 12-13 mnths, as after that he will have to return back to marry someone in india)

c) u do not intend to return back at end of whm visa.

(though he told ECO he would return back after 12-13 months)

Kindly part us ure valuable comments on the situation which would help us in appealing this decision.
