Application for schengen visa for spouse of an EU citizen

Many people have posted and said that the spouse (non-EU citizen) of an EU-citizen can apply for a schengen visa free of charge, and you don't have to fill out the questions marked with * on the application form. This means that you don't have to tell them which countries you are planning to go.

Does it also mean you can apply for this visa at any country's embassy, even if you don't plan to go to that particular country?

Nevermind. I figured out the answer myself. There is a question on the application form about your main destination (there's no * on that question). That settles the question of which embassy to go to for the application.
