PR application (A8 national)

I'm currently helping my friend with her PR application and would be grateful if you could help me with some queries we have regarding her qualifying period:

She is an A8 national and arrived in the UK in 2010 and worked throughout apart from a four month period of jobseeking/unemployment. Unfortunately, she wasn't registered under the worker registration scheme. Am I right to assume that she does not qualify for PR before mid 2016? If so, when exactly would this be; May or June 2016?

As mentioned above she was unemployed/a jobseeker for 4 months during her qualifying period and received housing benefits in addition to job seeker's allowance during this time. I know that receiving job seekers allowance in itself is not a problem, but how about housing benefit (as it is classed as a public fund)? Would this negatively affect her application?

The Work Registration Scheme ended on 30 April 2011.
