apply eea family permit from outside of uk

I m rookie on this website, this is my second topic, otherone i wrote my German experience, on this way, i had many troubles, because of that i always wanna share, if i know something.

I am Turkish citizen, and live poland since 2008, I married since 2010 who is polish citizen and i have resident permit from poland which renew every year. Now we moved to Germany, but wanna relocate because of german rules. I have touristic visa for UK valid 5,5 months almost new, Now, i decided to apply eea1 residence permit from Germany, My spouse worked in uk( 2010/04-2010/08 ) and has national insurance number and all wage slips. my wife is not working now and also i am not working, if i will apply eea1 permit from germany, can be negative points that eu spouse not working, just she has bank account 4000 euro. what is the chance for to get eea1 permit, what about duration?, someone said to me, go with your wife to uk, when your spouse got the job also you can apply whilst uk to eea permit, mean that you can convert your touristic visa to eea permit. But to get eea permit in uk takes up to 6 months, because of that i dont wanna try it whilst uk, germany life is cheaper, already we have house, because of that try to get from germany, so sorry i m confused and as you understand, i m not native english speaker, who knows something, i hope will share to me, thnx again.
