Applying to bring widowed sister and her 5 children under EEA family permit scheme.

Hi i would like advice on applying to bring my widowed sister and her 5 children under EEA family permit scheme. I am a french national working and residing in the uk. My sister and her children are all dependant on me. i have looked online at gov.uk website and think i can call them under the EEA family permit. however does that mean i have to do:

1: six seperate applications and submit my documents six times

or

2: do i do six seperate applications and submit my documents

Or is there a form i can submit with all the applicants details so it is classed as one application.

All advice would be appreciated and if i am wrong please correct me.
