Applying for dependant Tier1 from India after more than year

Hi all,

I received my Tier-1 in Oct 2008 valid till Oct 9011.
I didn't apply for my wife's dependent visa along with mine as I would have lost the money if my visa was rejected.

As the market was getting worse day-bay I changed my mind to enter UK.
Now I am planning to travel to UK by end of September 2009.
Can I apply for my wife's dependent Tier-1 visa now from India? Also can she apply on her own.... without my presence?

Eperts plaese advise....
Anyone in similar situation please share your experience.
