You have to prove your residence with your passport stamps. The AN form may ask for additional proof of residence for the period (after passport expired and before date of application). Maybe worth adding P60, employer letter etc for that period.
As long you have other valid form of ID i.e. ILR etc, expired passport should be okay. I took the online application form for a test drive and found similar instructions as you said.
Can I take it that, as far as you know, I can also register as BC with an expire passport?
I remember seeing requirements re: valid passport before but is no longer found in the 'latest' (2019) guidance
