Applying from within the UK

Hi,
I'm going to the stay in the UK as a tourist for a couple of months
to find a job there.
Can I apply for tier 1 Visa (I'm eligible for it) from within the UK while I'm in a status of a tourist?
Do I need to reenter the UK with my new Visa once I get it?

PS. I don't need a tourist Visa for the first 6 months (I'm from Israel)

No you will need to apply from Israel.

And if the the immigration officers have reason to suspect that you might be looking for a job on a tourist visa then they can refuse you entry.
