Applying tier1 from UK

Hi,
My friend wants to apply for tier1 visa. She is presently in UK. Please clarify the following questions:

1. She is currently on WP-dependent visa. Should she come back to India and submit tier1 application? or can she submit in UK?
2. What are the additional documents required to submit the application from UK?
3. She has original payslips (UK employer). Does she still need to get them stamped and signed by the employer..

Please reply. Its very urgent.
