APPLYING WHILE TURIST

Hi all,
so... apparently you are not allow to even inform yourself on immigration and jobs while turist.
So I'm still in total confusion regarding the immigration process.

TURIST: just visiting and turist, no job interview, not even looking into agiencies.
IEC: if you are lucky you get in for 6 months and you can work and live while there
Skilled trades and professionals: if you are petroleum engeneer or similar Canada may consider you...
Temporary Work Permit: now you have a job offer, your emploier gets this Positive LMO and you are ready to get in.

THE QUESTION IS:
A part from the IEC program; how - in the world - are you supposed to have a job offer if you don't have the permission to have jobs interviws (cause you are getting in as a tourist and a tourist can't do nothing). Are all job interviews happening through Skype ?

Am I missing the whole point ?
