If I recall correctly you have 90 days to take the exam from notification by the visa office but in this instance the matter is moot. Ideally you should have told the visa office of the pregnancy and delayed the processing to post child birth.

It is the relevant CIC medical team (they are based in Ottawa or exceptionally at the visa post) that give a final medical classification and not the DMP. Sorry you can't assume on the waivers and I see no reason why such should apply. It may be that the DMP knowing the expected date of birth and calculating timeline deems the visa office will finalise processing within validity of your medicals. Alternatively DMP being a business will do as client wants.

The IT market in Canada is in bad shape but that may be a sweeping statement since I do not know your skillset and experience as well as personal factors to include your communication skills etc. Overall it is very challenging to find appropriate employment in Canada without Canadian qualifications and Canadian work experience. Employment in the Federal government is likewise next to impossible unless you are a Canadian citizen and bilingual in French/English.
