Arrived UK after 31st Dec 2020

The non EU wife (Pakistan) of EU national (Norway) got 6 months (EEA FP to acc husband) visa of UK to accompany EU national in the UK in the month of Feb 2021. The Norwegian husband joined his wife in the UK in the month of March 2021.
Contacted UK lawyer for pre settle visa, and was told that since EU national did not arrive before 31st Dec 2020, so both husband and wife are not eligible. Is it true? If true, what does the couple need to do for settlement either in the UK or in EU? Comments are awaited.

Did the Norwegian citizen reside in the UK at any time before 31st December 2020?
