Techinically any one can apply for asylum. Any chance from Kuwait region?

Check the websites for Office of REfugee Commission and Refugee Appeals Tribunal as well.

There are a group of people from the Bindoon group (that is not the accurate spelling). There were traditionally considering as Statless citizens, even if born in Kuwait. They were denied passports from Kuwait. They were left in Limbo. Things have however, substantially improved over the years. Check out COI from the UK Home Office, Amnesty, US State Dept

I could be wrong here, but I think not all people born in the baltic countries eg Lativia, Lithuaiana carry passports of their country of birth but hold "alien" passports
