ATAS certificate

Hi I am about to switch from student visa to skilled worker visa. My student visa got expired on 30 March 2022.I am yet to receive my ATAS certificate which is a mandatory document and it is getting delayed for more than three months. I have mentioned it as a note in the online application.
Without ATAS certificate I had submitted my application for skilled worker visa. My visa appointment has been rescheduled twice.
Could someone please tell me if a visa appointment can be attended with a cover letter for an ATAS certificate?
