Time taken to get visa after CO allocate

Hello,
I have applied for a 475 class visa and CO allocated on 15th Feb. I have submitted the PCC, Payslips on 11th March, Medicals shows finalised on 4th March, But is still showing required in the documents check list.

When can I expect the visa .

And one more question is when I am on 475 class visa, can I apply a partner visa after i get my visa granted. If I can which class shall I apply.
