Awaiting Biometric Card - Change address

Is there a systematic way on letting UKBA know of change of address incase someone moves house while awaiting for Biometric card? So that card can be received in new address ....Want to know if there is a proper way defined by UKBA ... other than frantically emailing and phoning which no one ever responds!

What should I do if I change my address or
circumstances?

58. If you change your address before you have
received your biometric residence permit, you
must tell us immediately by phoning 0870 606
7766.
