Am I right in thinking that for Tier 4 I can EITHER submit a bank statement OR an official letter from the bank confirming I have had the necessary amount in my account for 28 consecutive days? I don't need to submit both?

correct. as long as whatever you submit meets the requirements as set out in the policy guidance.
