basic query for very new application

i'm from India and wanna do graduation at London. as per we know we've to show maintenance funds £9000 for inner London and £7200 for Outer London. I was just searching Checklist for UK's tier 4 study visa and on the very first link of google's search results i've found this pdf file, uploaded screen shot plz click on the image for full size and kindly elaborate it. its saying £5400 for outside london and £7200 for inside london. What's real matter plz tell me. is it £5400 actually or £7200 for outer london ?
