Belgian nationality for the spouse of a British national

I have been living in Belgium as the spouse of a British national for over 3 years. I know I will get permanent residence after 2 more years. But my friend told me I can apply for Belgian nationality now after 3 years' residency in Belgium even I do't have permanent residence . IS it true or not?
