Belgium professional card for foreigners

Hello, I'm a USA citizen with 2 year residency in Germany teaching English. I have been working since October, and I want to go to Belgium to set up as a freelancer in Brussels. Has anyone been through the process for getting one of these cards recently? thanks for any insight
