US UK Biometrics suspended?

Preparing to submit my UK spouse visa application and have discovered that the US has suspended all biometrics appointments at ASC locations around the country since 29 March. Anyone have any experience with this? Other forums are reporting that appointments can still be made but are then turned away on the spot when you arrive and some federal employees have apparently been telling applicants that it is due to lack of payment to the US govt from the UK govt.
