British citizen married to Albanian citizen living in Greece

Firstly, all who agree please sign this petition : http://petitions.pm.gov.uk/visas4uk/

Secondly, I find myself in a bit of a predicament, as you are all probably aware, my husband is albanian and I'm british, we applied for spouse visa and it was refused.............

Now I am going to live with him in Greece from end of March 08 ( can't go any sooner as I'm still under consultant supervision) he already has his second 2 year greek residence permit(nothing to do with me being british) allowing him to take up employment, I on the other hand have a job offer but I need to drive so will take my test shortly then go to Greece like I say, end of March.

We would like to know how long after me arriving in Greece can we apply for the EU visa that he has a right to apply for ( not necessarily a right to obtain! noone has full right as I am aware) .

SO

I would be arriving in greece end of March,I know that I should register my presence but where?

we should both be taking up employment for the same employer for the season from end of April until it end of season.

Then he must apply for a EU visa which would enable us to travel and reside freely in any member state including UK (IF THIS IS INCORRECT PLEASE ADVISE) ,but when and where, with what documents?

There has been posts on this site that state the first issue is a 3 month visa, well he already has his 2 year Greek visa so could we by-pass this and apply for a 5 year permit??

Due to an illness I don't digest all the government talk very well , please explain if poss in simple english, not links to the eu directive, I've read and re-read it, but none of it refers to my situation.
