Jonathan, as you probably appreciate, Turkish citizens are so-called visa nationals and therefore need a visa to enter the UK for any reason. That will continue to be the case even after your wife is married to you.
So as regards :-
In the meantime I would like to register as my wife in the UK, to ensure that over time she may freely travel with me to the UK and maybe one day settle permanently.
-: there is no procedure to achieve what you want. If the two of you planned to move to the UK and live there then your wife (as she will be) could apply for a spouse visa. After nearly two years settled in the UK she could apply for Indefinite Leave to Remain, and then after three years in the UK she could apply for naturalisation as British.
But none of that applies to you, or rather your wife ... well not at the moment. She is not currently intending to settle in the UK. So even if a short visit is planned, to visit your family, etc, she will need to get a Visitor's visa before the journey to the UK is made.
However, there is another aspect to all this and that of course is that Turkey is applying to join the EU. If the negotiations conclude successfully then at some date in the future Turkish citizens will cease to be visa nationals and will then have free ability to enter the UK, just like the citizens, for example, of the 10 countries that joined the EU in May 2004 ..... Slovakia, Poland etc etc..
I don't know how long you plan to live and work in China but it might be the case that Turkey might join the EU while to are still in China, in which case the visa problem goes away, or alternatively if the two of you want to start living in the UK before Turkey joins then your wife will need to apply for a two-year spouse visa at that time.
