British citizenship application - referee has no passport

Hello,
I am applying to register my daughter as British and I have reached the referee section of the application.
The first referee must have worked with her in any capacity and can be of any nationality. The second referee must be British.
I have identified both referees, and both are British. The first referee is her health visitor, who has worked with her, but she does not have a valid passport as she does not travel. The second referee is my supervisor, who has a valid passport.
However, on the online application, when I enter the health visitor as British, the system requires me to provide a passport number. Since she does not have a passport, I am unsure how to proceed.
Could anyone advise what I should do in this situation?

Best to identify another referee with a passport.

I don't believe that it would be an option as this is the only professional who worked with my daughter. Gp refused and ahe has not been to a nursery yet as she is only 2yo.

In this case you can select a person who is suitable to act as referee for adults, as long as they know the child.
This is a common issue with child referees, many professionals don't like to give away their personal data.
UKVI are aware of this - attach a note with the application explaining.

It doesn't matter. Get a family friend with a British passport that works in an approved profession.

Many thanks for your help.
In this case I can use my previous phd supervisor who is a lecturer in a British university and who knows us for 7 years. He is not British though. I just assumed that a healthcare visitor who worked directly with my daughter and who is British but without a valid passport would look better on the form than a professional who did not work directly with her.

These applications have a set of rules which need to be followed.
It's not about what looks better.

By looking better, I am referring to the home office rules. Quote from the referee form

This is a well known issue, many people use a family friend and these applications are routinely accepted.
