I think it would be wiser for the Home Office to set-up an online tracking system which shows the progress of an application. Given the cost of applications and the relatively short period it takes to make a decision (an hour or two for a straight forward application) I can see why people ask every week.

The status in the tracking might look like:

Application arrived
Fees debited
Acknowledgement issued
Awaiting decision
Awaiting decision
Awaiting decision
Awaiting decision
Awaiting decision
Awaiting decision
Awaiting decision
Awaiting decision
Awaiting decision ........................................

(This "awaiting decision" status might be for a week, or maybe 2 years or even more.)

Then one day suddenly it changes to

"Decision made and applicant informed by post."

That would certainly be better than the story some people have gotten on multiple phone calls. If the HO wrote that out they'd have:

Application arrived
Fees debited
Acknowledgement issued
Awaiting decision
Decision made
Awaiting decision
Decision made
Awaiting decision
Decision made
Awaiting decision

I have never heard that they keep on saying that it has been decided and not decided and then decided.

When an application has really been decided, it takes between 4-10 working days to arrive. So, apart from this transit period, all applications are by default "under consideration" or "awaiting decision". It has been the case for decades or possibly centuries.

Another tracking system could look like this.

Application arrived at the entrance
Moved to mail room
Application sat on the file rack of case working team3 Awaiting Decision
Sat in mail room
Sat in mail room
Application opened by mailroom staff
Application sat on the desk of mailroom staff who is on break
Application sat on the desk of mailroom staff who has phoned in sick
Application moved to the desk of another mailroom staff
Mailroom staff has sent the application for payment deduction
Application is now on the first floor
Application still on the first floor on a filing rack
Application on the desk of payment processing staff
Application still on the dest of payment processing staff, who has gone to washroom
Payment processing staff managed to get the payment
Application now moved to second floor
Application sitting on a flie rack on second floor
Application still sitting on the file rack on second floor
Application still sitting on the file rack on second floor
Application moved to a different file rack on second floor
Application moved to file rack of a case working team 3 Awaiting decison
Application sat on the file rack of case working team3 Awaiting Decision
Application sat on the file rack of case working team3 Awaiting Decision
Application sat on the file rack of case working team3 Awaiting Decision

Application picked up by caseworker, approved, and approval letter printed.

Application moved back to mail room to be posted
Approval letter collected by royal mail
Approval letter in the back of royal mail van
Approval letter arrived at royal mail sorting depot
Approval letter sent out by a lorry to your nearest royal mail del office
Approval letter picked up by post man
Approval letter in the bag of post man who has started making his way on to his round.
Approval letter still in the bag of post man who is now a few streets away from you
Approval letter just been shoved into your letter box by post man

Now quickly run towards the door and open that brown envelope
