Step 1: You just find a suitable referee - check the official criteria, for example know you for at least 3 years (citizenship) and 2 years (passport) respectively, not related to you or to the second referee, must be of professional standing (see the official list) etc. Step 2: That person puts his/her info on the form. That's it. No. I would imagine that for certain professions (for example lecturers at universities with strong oversea recruitment) names re-appear quite regularly, and why not?
