Did you meet the knowledge of English requirement

I have a question where I really am stuck.
Did you meet the knowledge of English requirement as part of an indefinite leave application made on or after 28 October 2013? do nor know the right answer to this question. I have an indefinite visa but I did not enter or needed to show any English exams for that indefinite application. So, do I answer yes or no?

You must answer YES as you are applying for British citizenship
