Why NCS said she cant apply?

They said that she needs to have ILR first before applying. Rest of the story is in a different post, but I cant seem to get the link in here. lookup my posts and you should find it there.

received letter from home office saying payment declined because of wrong security code. was kicking myself the whole day. was sent a payment slip. but appears as if letter took ages to get to me. made payment over phone instead
