MN1 application from India

Hi Experts.
My wife got ILR through Tier 2 general route in Feb 2020 and I have applied for my ILR now as my tier 2 visa completed on 15/05/2020.

My 1 year 10 month son who born in UK went to India for a month but not able to travel back due to lockdown and now his tier 2 dependent visa expired.

My questions below.

1.Can he apply for Mn1 from India as one of the parent got ILR.

2. If yes. Can he give biometrics in India. is it same VFS office?
3. If 1 & 2 are yes. then after MN1 application is succesfull and receive the certificate. can he apply for British passport in India and travel to UK.
4. If he gets UK passport . Can he surrender the Indian passport after he travel to UK or what happens immediately after UK passport.
