Yes, she is a dual citizenship. Having an sa passport doeant take her right to a british passport away.
This doesn't apply to as you are british born in the uk and not british by descent (someone born abtoad to british parents). You are british otherwise than descent.
I have underlined the bit to pay attention to.
Were they born in the UK or abroad? If they were born abroad they would have been a British citizen by descent and they would have required an MN1 registration for their own children born abroad.
They should reject the application because the applicant (your daughter) is already a British citizen. Not sure if they will refund the fees though.
