Passport application alongwith Citizenship application

Hi,

When one applies for citizenship, is there a way to also apply for Passport at the same time, instead of applying afterwards? A friend who applied a few years ago they did that but now I can't find anything on that process.

Any guidance from experts?

The service that was in place to make a combined application years ago through NCS was withdrawn roughly 4 years ago.
