In order to apply on Form UKM, you need the Right of Abode in the UK. That is only possible if either you, one of your parents or either one of their parents was born in the UK as currently constituted. OP also mentions that her mother and grandfather had British Overseas Citizen passports which suggests her mother had CUKC with no right of abode .
